Indeed, it's becoming mysterious. Does the next link show that keyboard? Then, at least, we know what you're talking about.
But I see no blue keys so even with that picture at hand it would need explanation. Why do you think you need these mysterious blue keys to learn html?
What should the blue keys do to help you experimenting with html? Now suppose somebody without a multimedia keyboard like this wants to learn html. How should he do it? If your imagination doesn't suffice: buy a normal standard keyboard and explain why you can't use it to work with html.
What's missing? If those keys don't work now, you might need to install the driver. I found one at 5. Sorry, all those special characters are very much-un-html.

During your studies you'll learn that it doesn't always work that way, but anyway it's meant to. For special characters one uses numbers or socalled entities. For example, the English pound is typed as £ or £ You'll find a nice list in (the first 2 pages. Never use special characters in html!
It's very bad practice. On a standard Dutch keyboard (which nobody uses) those special characters are accessed by pressing a key labeled Alt Gr (immediately right to the spacebar). It's standard Windows, no driver needed, but you have to tell Windows about having a local keyboard in stead of a US 101-key from the Regional settings in Control Panel. But, as I said above, special characters from special keyboards are a no-go area for html-programmers. So I wouldn't care if you can't get it working. Just start learning html as it should be used.
